Why Build a New Capitol Annex?

The decision to construct a new Capitol Annex instead of renovating the existing one stems from a comprehensive evaluation of its current state and future needs. Built in 1952, the existing Annex predates modern accessibility standards, technological advances, and safety requirements. Over the years, it has developed numerous deficiencies that compromise accessibility, safety, hospitality, and operational efficiency.

Key issues include:

  • Aging Infrastructure: The Annex was built with materials meant to last only 50 years. Its electric and mechanical systems, designed for a bygone era, are now outdated and cannot support modern demands, such as charging electric vehicles.
  • ADA Non-Compliance: The building does not meet current ADA standards, limiting access for individuals with disabilities.
  • Safety Concerns: Its outdated design poses risks related to emergency evacuations, fire safety, and security.

Renovation alone cannot resolve these issues. The new Capitol Annex will address these challenges with 21st-century solutions, including:

  • Increased Accessibility: The new design will eliminate existing ADA barriers by aligning floor levels with the West Wing.
  • Safety and Security: Underground parking will enhance security, while state-of-the-art hearing rooms will ensure safe, efficient evacuations in case of emergencies.
  • Modern Infrastructure: Upgraded electrical and mechanical systems will meet the needs of today's technology-driven world.

This project will shape how Californians engage with their government for the next century, creating a safer, more inclusive, and technologically advanced space for legislative operations and public interaction.

California's new Capitol Annex should convey to visitors California's positive and hope-filled outlook, founded upon the deliberative Democracy which unfolds there, by welcoming all Californians, engaging all Californians and safeguarding the future of all Californians. It should demonstrate healthful, accessible, and sustainable designs, while preserving the beauty and vistas of California's legacy Capitol Park and inviting all its guests to explore and take pride in the most energy efficient Capitol in the nation.
